Welcome to Certification Times, the newsletter of The European Computer Driving Licence Foundation Ltd. (ECDL-F). Each issue brings you the latest developments in the world's most recognised computer skills certification, the European / International Computer Driving Licence (ECDL / ICDL).

In this issue, we examine the results of a Lithuanian survey that reveals the merits of IT certification, and we bring you news from the Middle East, where the ICDL GCC Foundation is preparing to roll out the e-Citizen certification programme. Lithuanians look to certification to improve IT literacy
